Tiller bolt on the gimbal ring

Do I have to take the tiller bolt all the way out or just loosen it. I have the top loose but it isnt dropping...

the manual says to:

IMPORTANT: If swivel shaft is seized, remove shaft using Slide Hammer Puller
(91-34569A1) and Puller Head (91-63616). Bell housing and bellows must be removed.

I have looked for a picture of the puller head.. can't find it any one know what kind of puller it is?

It`s a threaded bolt end that screws into the upper pin/shaft. but to drop the pin the steering arm pinch bolt needs to be loosened and the locknut needs to be removed

Ed: That the crazy bent wrench for the locknut, am i correct?

You got to ether buy that wrench or make it.

I got the bolt on top as loose as I can before it hits the roof. and the bolt and nut combo is finger tight. But the swivel shaft wont come down So I can take the top nut off all the way. So, I need the puller that the manual described ... tommorrow I will go through my tools and see if I have anything like it...
