Mercury 150 Sw Hard Starting At Ramp

I Recently Had All 3 Carbs Rebuilt By A Dealer On My Motor. The Problem I Am Having Is Hard Starting At The Ramp. The Motor Will Start Easily On The Trailer In The Back Yard Hooked To The Hose, But Very Hard To Start When In The Water At Ramp. Returned To Dealer, They Said Carbs To Lean, Re Adjusted, Still Having Same Problem.. Help Anyone

If the engine starts well on muffs but don't in the water I would check to see if the exhaust reliefs are not plugged with carbon..
