1988 Mercury 100 HP Issue

I recently bought a 1988 Mercury 100 HP (2+2). The guy I bought it from ran it for me, it was a little rough but it did start up and run. I got it home and starting going over it.

The top cylinder was not firing, I found out it was the ignition mod. I replaced it and got spark on all cylinders. The 3rd cylinder carburetor was stuck open and the 2nd carb was stuck closed. I removed all the carbs, cleaned, and adjusted them. That got the engine running relatively smoothly. I now I only have two issues. The motor is idling too high and I am not getting full power from the engine. I can tell by listening to it that it is not getting full RPMs and I am only getting up to 30mph. I just switched from a 40 HP and that was getting the boat up to 27 mph. I tried adjusting the throttle linkage to close the top two carbs, but it does not really help. Does anyone have any ideas what maybe going on or what I should check?

You need to buy a service manual and go though the full 'link and synch' adjustments. Set everything up right, get a tacho! and then start from this known point (everything set up right)... The way you're trying to do it will never succeed.
