personally i prefer 2 switches. bow and anchor light.

You'll need to run the anchor light to both ON positions and the running light to the just one ON.

Yes but he'll need to add a diode in the line going between the bow and stern light.

It would be easier to get a DPCO switch (double pole change over) it's like a double pole double throw switch (dpdt) but with the middle off. This would allow you isolate each light on the same circuit. And would eliminate the need for a diode.
