Mercury 9.9 HP BigFoot power up to 15 Hp ?

Hi evryone,
does anyone have a clue if it's possible to power up a 9.9 HP to get a 15 HP mercury BigFoot ? In Seloc's manual they seem to be identical built, and a friend of mine from Eire mentioned that there could be a restrictor somewhere between carburator and entrance. Maybe that white spacer ? :rolleyes:
It's a 9.9 ELH 4S type from 1999/2000, serial 0T004199.

Usually if their the same blocks , same bore and stroke , it comes down to the exhaust tuner ( adapter plate and a larger carb or larger high speed jet in the carb ( s ) ,, my 85 Merc 18 XD is the same as the same year Merc 25 XD , difference was the exhaust tuner ( 25 is a larger port opening and tube )and in the carb going from a .057 high speed jet to a .080 jet which the 25 has ,, the extra power also comes in 500 RPM later on the 25 HP ,
Your engine will probably have a different cam being a 4 stroke , compare the part #`s for those 3 items I mentioned between your 9.9 and the 15 ,, good luck ,,,
