2007 15hp mercury, 4 stroke, manual start. Manual states "pull throttle out, start engine, after engine is started, push throttle in." When it is pushed in engine stalls out. While on the lake the motor runs, only when throttle is out, stalls when pushed in. Engine seems to run very sluggish and will eventually begin to stall time after time. Will always restart with throttle out, but will only remain running with much manipulation of the throttle, and inconsistant, which does not allow for good boating.
