Johnson 15 hp tiller handle problems

Hello all, new to this forum. I have a early to mid 80's 15 hp Johnson, lucky me. :confused:

Problem #1
The issue is that the gears on the handle will slip to another cogg. I am seeing a lot of movement of the gears when a twisting force is applied. I have already replaced the upper gear. Is there a rebuld kit for this issue? Or are there bushing to solve this problem.

Problem #2
Going from wide open throttle to idle the motor/linkage isnt returning completly to idle. So I cannot shift, or throttle down to a acceptable speed. Any thoughts. Please be patient, I'm not a outboard geniuss. Or speller either. Any help would be appreciated. Thanks.

check the right angle linkage where it goes from the tiller handle up to the motor. Also check all gears in the line for missing teeth.
