1988 2.3 omc ford will start and idle but wont throttle

Hello. I have a mystery. I have a 1988 VIP with a 2.3 ford omc that is new to me. I just took it out for the second time. The first time it ran great other than the fact that it took a couple of minutes to settle down and level out at full throttle. The second time it also ran great for an hour or so then I went in to the dock to pick someone up. After I waited about ten minutes, we left the dock. I got out past the no wake zone and dropped the throttle but nothing happened. It stayed the same speed. The motor did not rev and it did not sputter or anything, it just wouldn't throttle up. The throttle cable seems to be working and the prop seems to be turning fine. Any help would be greatly appreciated.

You took the flame arrester off the carb, and worked the throttle and the carb is still connected to the cable.

Nothing moves on the carb? When you use the throttle?

This happens in neutral and in gear?
