1990 Mariner 40ELPTO mag won't start.

I have had this unit for 6 years and never had a problem with her. This year all the gas lines went bad after the first outing. Replaced many of them and the oil lines three months ago started and ran fine. Now after sitting for 3 months she wont start. I have sparks and if i use a touch of starting fluid she will fire. My carbs are filling with oil and leaking out to make a mess. Seams like no gas is getting to carbs. Could I have a bad fuel pump or a clogged filter? I am not a mechanic so I'm afraid to tear things apart. Any help would be appreciated. Time is running out here in NY to be on the water.:confused:

It sounds like a stuck valve in the fuel pump

Should I replace the fuel pump or rebuild it? Is there a rebuild kit available?

Just rebuild it, Sierra part #18-7817--Mercury#21-42990A2 or 21-857005A1
