How is this bracket supposed to hold the anchor?

This bracket mounts on the bow rail. It is designed to hold a Danforth anchor. The description is:

Stainless steel construction fits 7/8" or 1" rails or pulpit with flukes downward to prevent snagged lines.

I understand that the flukes are held by the adjustable curved side pieces. I don't get what the curved bottom edge does. Anyone know?

I think the curved bottom piece perhaps hold the anchor by the stock.It adjusts so it catches the stock close to the flukes.??

Yes, it doesn't hold the flukes, it holds the squarish piece of steel welded to the flukes.
