'96 115 merc trim sender elec. issues

I have a 96 merc. 115 elpto. I have always had a trim gauge but it never worked. I looked and guess what.. no trim sender. bought one and hooked it up and when i turn the white screw manually it reads out on the gauge fine. but when I put it on the motor and trim the motor with the trim switch the gauge starts to work and then bounces and reads that the motor is trimmed all the way up when it is down. I flipped the sender on the motor and got the same thing. I have tried two different senders and the same thing on both. I figure it is electrical but can't figure it out. anyone had a simular problem??

An ohmmeter and the below linked guide should help you identify the problem. Using a systematic troubleshooting method is often better than guessing and replacing good parts unnecessarily. My guesses, however, would be that the wiring between the sender and the gauge is faulty or a bad connection. The ohmmeter tests would detect this.
