Evinrude 1.2 HP sticking

Picked up a motor yesterday. Previous owner said he was using it (Evinrude 1.2 HP) when it suddenly stopped. He tried to restart it but the pull cord was locked up.

Took off the top cover. The pull cord does sometimes stick when pulled out most of the way; will eventually free up and work ok for a couple pulls. Shorter pulls seem to be less likely to stick.

Motor wouldn't turn, even with plug pulled, until flywheel turned slightly backwards. Then motor turned over fine a number of times, showing compression through plug hole. After a dozen or so revolutions, motor sticks again.

Any thoughts? May be an issue with the lower unit as it is a direct drive. Motor seems pretty clean overall.

remove lower and try, could be that it over heated, and froze up.

you took the recoil off and tried to turn the motor? Might be the recoil is jammed. could also be the lower as Tashasadddy said. easy enough to pull the lower on those

Pulled the lower end off. Fluid a little milky, drained it out. Shaft not turning very easily; can turn with my fingers, but not very easily.

Long thin tube heading up to powerhead appears to be for water cooling? Sand was caught in the upper pocket of the powerhead. Cleaned it out.

Powerhead turns easily (plug out) in counter clockwise direction. In clockwise direction, fairly easy at first then starts to get more difficult to turn. Turn slightly back in counterclockwise direction and it frees up again. I sprayed fogging oil into the cylinder to make sure it wasn't just dry.

Is there a general repair manual that would cover this motor?

Should be a 1.2 hp, with the two separate mixture adjustment dials.

General thought would be to purchase a gasket kit for the lower end, replace whatever bearing is at the base of the long shaft in the lower end, then see what's up. Or should this just be a parts motor and look for something else?

Hopeful use: I've got a small fiberglass dingy, or a 9' inflatable, and want a motor that's light and compact to carry down when needed.
