Oil bath in starter motor

I have just stripped a 2006 Mercury starter.
It has/had four brass bushes that revolved the armature using a flat plate rather than the rounded with carbon brushes.
What seems strange to me is that the insided is drenched in a black smelly oil !

Anyone know if this is normal?

It is not unnsual for a Merc starter to have the flat commutator. The 70s-90s inlines all have them. The oil is not usual however. I would clean it up with some nice clean rags. Don't use any solvent that will disolve varnish, or it will ruin the starter.

Someone may have been over zealous with the oil can on the starter pinion shaft... As the commutator is at the bottom of the starter, then that's where any excess oil will end up...

Flat commutators are common on Mercs... they are shorter motors than cylindrical commutator motors.
