1990 200 evinrude looper E200SLESE,SEEM'S TO RUN FINE AT 65 TO70 MPH AT 5400 RPM,BUT EVERY FEW MIN'S IT WILL SURGE TO 5800 RPM OR MORE AND PICK UP SPEED FOR A FEW SEC'S THEN BACK TO 5400 RPM. WHAT COULD BE CAUSEING THIS? THANK YOU-----DON

Could be running lean due to air leak or obstruction in the fuel supply.

Could be a spun prop.

Could be your motor is set too high on the transom.

Agreed, could also be fuel pump starting to fail.
