You should get a manual for your engine. It should show how to service the recoil starter for your engine.
As a work-around, take a look at the top of your flywheel. If there's a little notch in it, you can start it with just a rope. Just take some thin rope and tie a knot in one end. Tie a piece of wood on the other end to make a handle. Put the knot in the notch and wrap the rope around the flywheel a couple times.
