98 115hp engine floods and dies

1998 evinrude 115 hp starts cold and runs for a few 10-15 seconds then dies. will restart and dies after 2 or 3 seconds. Checked the plugs and they are gas fouled. cleaned and put back in and same thing happened. Appears to be too rich and possibly a choke stuck on. How do I check? Kaye

to check your choke i would start with the linkages and make sure when you push the key the choke activates/deactivates, or you can pull the cover aff the front of the carbs and look down inside and visually see the choke operate.
