Default 92 evinrude xp150 carb bad gas leak

I have a 92 xp 150 hp evinrude that had the carbs rebuilt. I went to use the boat over the weekend and the bulb would not pump up solid. Gas would however pump straight out of the second carb. I was told to take the carb off and take off the float area and blow through the carb from the opposite direction to remove the junk that may have got. I did so but it seemed the float was upside down,is this possible? One note after the carbs were rebuilt the marine dealer ran the motor before I brought it back home and it seemed fine at that time. Is that possible if the float was upside down?

You may have another issue going on. Those carbs should have the plastic bowls. Over time, the original plastic bowl mating surface distorts. Undisturbed, the original bowl gasket keeps the seal intact. Once the original gasket is replaced, new bowl gaskets can't compensate for the distortion of the bowls and they can leak. You may need to replace the plastic bowls with older aluminum ones that are dimensionally stable. If you do get into this conversion process, you will have to buy new jets for some, as the old bowls are machined for different jets. Also, the drain plugs are a different size.
