I have a 1996 25 HP Evinrude that idles smooth in or out of gear but when I put it in gear and give it any throttle it stalls out. It was in storage for about 2 years with fuel stabilizer in the fuel. When I brought it out of storage it would not fire at all. A friend of mine told me to saturate the carb with WD 40. I sprayed it in the throat and every hole I could find till it ran out the throat. After letting it set overnight I put new fuel and oil TCW3 50/1 in a new tank with a new OMC hose and bulb, pumped it up, turned the water on, hit the key and it was running. I had to keep it choked to keep it running for about 30 seconds, after that it ran smooth. While running on the flush plate it will rev up with the cold start and also in gear but when it is in the lake under pressure it will not rev at all, maybe 1500-2000 RPM.
