Leaking Please Help

I have a leak in the transom area. I have a 1982 SeaRay with a 3.8L OMC. I have checked the boot and cannot find any tears in it. I tightened the 22 screws surrounding the boot. it leaks pretty significantly. Will taking it apart and putting sealant around the boot help? What else should I look for?

Any ideas suggestions would be greatly appreciated.
