I have an 04 150 EFI Merc. and a striped down 01 block. Will the PCM from the 01 work with the 04?

Look up the part number for each PCM on any one of the on-line parts ordering systems. If the numbers are the same, yes it will work, if the numbers are different, then no it won't...
