My 96 johnson 25 hp. three cylinder oil injected outboard runs great but will only reach half throttle sometimes less. I just repaced the CDI and it worked great for two days and now its doing the same thing. It starts and idols fine its just not giving me full trottle. I tried changing plugs but found no difference. The plugs had quite a bit of oil residue on them perhaps from not firing efficiently. Could it be a spark plug wire?
