Default Sanding the paint off my aluminum boat

I have a 1979 Mirro Craft 16 that I am redoing right now I am in the process of sanding the hull down so I can repaint. The previous owner brush painted the boat with 2 coats of rustolum and it doesnt look that great. Sanding is taking so long I am using a sand and 400 grint sand paper it works great at first until the paper gets full. Any ideas? I dont want to go down to bare metal I just want to smooth out the brushmarks? Please help I am in wisconsin and want to do some fishing before the ice comes!

go to 100 grit to get it down, then to the higher grit, rustoleum now has some great marine paint.
