Alarm problem

I have a 115HP Yamaha outboard, year 2000. The alarm goes off when RPM get above 1700. I have replaced water pump, oil level sensor, cleaned the oil filter, removed thermostates from both heads, and disconnected both temperature sensors. The alarm continues to go off.

Please help I am getting ready to use as an anchor.

if u pulled the temp sensors, then u know it is not those
does it go into rpm reduction mode

yes the engine goes into rpm reduction mode, the engine temp after removing the thermostats is cool to the touch,

Replace your thermostats, check your pressure control valves, clean them out if in a bad way, replace and be careful when you replacing it , as you can push the ball into and past the groove, check the wiring on oil level sensor.
