Post Carb Rebuild issues - help?

Doing a refresh of my dads old boat. Was running great as of 2 weeks ago (no really, it was) While going to replace the fuel lines and broke a nipple. Got the fuel system sealed back up, but had serious sluggishness. I did a rebuild of the carbs (1986Evinrude 90HP V4 w/ dual 2Barrel) and found on the lower carb a piece of plastic blocking fuel. Did the carb rebuild, put back into the motor, and the sluggishness is gone:D....but a new issue came up::mad:
- At idle, it is running super fast now (2,000 rpms) and surging
- I adjusted the idle all the way down, while looking into the carbs to see how open they were. The top carb is not fully closing, while the bottom one is closed all the way...idle still is 2k.
- While running in idle, I manually push on the linkage so the top carb so it is fully sync'd with the lower carb (closed as it should be at idle) This smooths out the running, slows the idle to about 1,000-1100rpms
- I have tried to adjust the linkage to bring the upper carb all the way to the closed position, but its clear the spring isn't pulling the carb all the way closed. any ideas? (is this a linkage problem i haven't figured out yet, did I bend the spring possibly, etc?)
- is this my only problem, or did i rebuild the carb wrong?

Thanks for any help This is my 1st real work on any outboard engine.

The high idle is caused by the one carb not fully closing at idle. Though the rod between the two is a fixed length, there should be a screw adjustment on the bottom carb butterfly rod end. You should be able to set that so that both carbs fully close. Once you get it set correctly, the carb springs will bring the butterflys to the closed position at idle. Also, make sure the cam roller is not touching when at idle. All these items are part of the sync and link procedure, which should be rechecked/reset any time you take the carbs off.

Tx, I didn't do the 2nd part of 8 (turning upside down and seeing if the float closes off the airlfow) but i did the visual test as in the manual for being sure its flush/parallel with the gasket. The rest of those steps I did.

I adjusted per EMD's post, and visually and physically checking, both carbs fully are closed, and syncronized now (at 50% throttle, both carbs are the same amount open, ditto for full throttle and idle) This has fixed the surging and brought idle back to 1200rpms

Is my idle still too high? (1200rpms) The idle screw adjustment I pulled all the way back so its about 1/8" off from touching. is there another way to slow down idle, or is 1200rpms okay?
