Prop suggestion?

Guys, I have a 1986 SeaRay 24' CC with a 5.0L and an Alpha 1 outdrive. I had a 15X18 3 blade aluminum prop on it when I bought it, and it ran about 4200RPM at about 30 knots. The boat should rev to 4800 at WOT, so I bought a aluminum 3 blade, and dropped the pitch to 15.25X15 (which is actually what the mfg recommends for the boat). No change! Still revs to only 4200RPM, about the same speed. No complaints at all on the performance, boat is running fine- just wondering what prop to try next to bring the revs higher up to 4800rpm. Any suggestions?

Start by checking throttle opening, and engine timing. Throttles not fully open will not allow full air flow and cut the rpm down. Timing a bit retarded will not make full horsepower and again cut top end down. Either problem will seem to run ok up to the limit.
