i have to replace a stern bracket on a outboard motor but the piece has to be painted. the problem is i have already painted it once and the paint ended up drying to a crackled finish. i used zinc phosphate primer , oem paint, and clear coat. my question is long should the primer dry before spraying on the color and does the primer dry hard or stay tacky? any information would be usefull

I think your problem lies with the clear coat. Most - if not all OEM paints are a single pack product. Read the label on the can of clear coat and see if it doesn't contain xylene or similiar. The two just don't go well together.
Zinc phosphate primer is a cheaper ( VOC wise ) version of zinc chromate. They should both have at least a 24 hour dry time before top coating. Both should be dry to the touch - not tacky.
