We'll assume he has a push-pull single cable steering. If so, I'd almost bet the cable is stuck in the tilt tube. Kinda common. Take the nut off the drag link and pull it out of the end of the cable. At that point the motor will probably be free.

If so. take the steering cable nut off and try to pull the cable out.

Cory welcome to iboats, we even have 15 year old members. disconnect the connection at the front of the motor. will the wheel turn? will the motor turn?

to clairify the tilt tube is the pipe that is in the front of them motor, down where the motor mounts on the transom of the boat.

you are in the right place to get help.

ok we tried disconnecting both sides on those screw things but only the right side does anything the left doesnt and whenever we tried pushing the pipe through and turning the motor it does nothing... inless we are taking off the wrong bolt... we even sprayed some lubrication on it to try and get it to slip... shook the motor and turned the steering wheel at same time...

sorry, do not remove the complete tube. remove the nut that holds the cable, the silver one in my picture. try to work it out of the tube. if it won't move, go to the other side of the motor, an using a block of wood and hammer, wood between hammer and rod, try to knock the rod back thru the tube. do not mushroom the end of the rod, or it will not go thru.
