need help with 1969 160 mercruiser outdrive trim problem

the trim will trim up but will not trim down!
The following is a specific description of what we have done to try and fix. any additional help is greatly appreciated. thanks in advance.

My Brother bought a fixer upper 6 years ago it has sat since then. We rebuilt the motor and have a problem with the trim pump. Had to replace the trim pump (got one from e-bay) the trim pump motor seems to operate as normal and as should.
The manual says to disassemble rams from lower unit use a rope to keep as horizontal as possible. We filled the trim pump reservoir with straight 30 weight oil. According to the manual, with the lines disconnected we hit up trim to bleed the line first. Then as specified we started with 1 ram we pushed it all the way (in) in down position. Then we connected 1 line, trimmed unit (up) and extended ram outward all the way. Once stopped, we then bled the return line by hitting the "in" button (down), fluid and air spit until just fluid ran. We then disconnected the line that was attached and did same procedure to the ram and retracted it all the way down and bled the forward line. THE RAM WORKED FINE, IT WENT IN (down) AND UP AS SUPPOSED TO! (NOTE: ONLY WHILE 1 LINE WAS ATTACHED AT A TIME).
We took the fluid that was pushed out from the lines and the ram from a can that we let run into and replaced it back into the trim pump reservoir this way we never over filled the reservoir. (we figured with the pump full at start, when unit all way up, the reservoir would be low and when trimmed down the fluid would have room to suck back into pump reservoir thus making it full again. We connected both lines to the ram that we bled. We then proceeded to do the same with the ram on the other side in the exact same procedure. Again everything worked fine but only while 1 line was attached at a time.
We connected both lines to the other ram and then bolted both the rams to the lower unit.
We then tried to trim up the outdrive and it worked perfectly. BUT WHEN WE TRIED TO LOWER THE OUTDRIVE, IT WOULD NOT GO DOWN. WE RE-DID THE PROCEDURE NUMEROUS TIMES TO TRY AND GET ALL AIR OUT,WE NEVER ONCE RAN OUT OF FLUID. WE KEPT THE TRIM RESIVOIR FULL ENOUGH THAT NO AIR WAS ALLOWED TO TRAVEL INTO THE LINES (AT LEAST NONE THAT WE WERE AWARE OF). For purposes of trying to troubleshoot possible problems, we tried to reverse the lines where they connect into each ram, in case they were switched by prior owner. This let unit go up as normal, but when we tried to trim (in) down, unit still went up. What could possibly be the problem? The lower unit will not trim down while both lines are connected to the rams on the lower unit. Is there something that may be effecting with the reverse lockout switch? Do we need to do both rams at the same time could it be pushing air from 1 ram into the lines while working on the other ram? Any help greatly appreciated.

Problem fixed, new rams installed, system filled. AOK, must have been internal leak in one of the trim cylinders.
