boat not sitting right on trailer

on my 17 ft pro line when we go to pull the boat the noise of the boat is constantly under the roller and we have to put more weight on the back but if we pull up further have 2 crank and seems like to much weight on the winch also the boat sometimes rubs agins the wheel well of the trailer any suggestions to fix ??
