Water in my Tilt / Trim Lines & Resevior

I need some help here, I changed the tilt / trim fluid in my resevior only about one month ago because my lower unit prop motor was leaking down slowly, took about 1-2 days for it to come all the way down. When I did this the color was a brown / yellow milkshake color. This did not fix the motor slowly leaking back into the down position. Since then, I just secure the motor in the up position using a strap rachet tie for when the boat is in my driveway or for transport.

I checked my fluid again and it was once agin brownish yellow milkshake. I assume that this must be because there is water getting in somehow. Is this a common problem? Any suggestions on what to trouble shoot? If I take it into a service shop, any idea what the repair for something like this may be? Please be as specific as possible as I am truely a boating dummy. I have a 23.6 foot Rinker Capiva Bravo 1 454. BTW, thanks for telling me where the drain screw was on my boat, never new that they put those behind the prop.
