Partial Steering

The boat, a 1981 Stingray SVC 195 is not steering. What happened today was that we launched the boat and all it would do is go in a circle. When I would turn the wheel, the stern drive would partially turn, but then it would go back to the right. We reloaded it onto the trailer and it was the stern drive would freely go from one side to the other. Could this be the steering cable? I am pretty new to boats, btw. Thanks.

it could be, depends on the type steering system the boat has. it sounds hydrolic, with low fluid.

Thanks for the help. I actually figured it out on my own. The nut that connects the steering cable to the stern drive had come off and they were disconnected. When I steered, it just partially contacted the stern drive.
