Johnson 60Hp motor wiring

Hey guys I have a Johnson 60 Hp motor that I cannot seem to get running. The wiring on the side of the block seems to me like it had been messed around with. Could someone please help me? (Pictures mean a 1000 words) I dont have a manual for the engine either. (but I wish I did).
