Electric starter question 55hp Rude 1968

Evinrude 55 hp 1968 model# 55872R

The lower half of some of the teeth on my flywheel ring gear are gnawed off. The "upper" portion of the teeth are in good shape. Before I go looking for a whole brand new flywheel (haven't found one new or used yet), it occurs to me to ask if there is something wrong with the starter, that perhaps the bendix spring or something similar simply isn't sending the starter gear high enough to engage the flywheel fully. IF this is the case can/should I replace or repair the part on the starter (drive assembly #0383195?) and not have to replace the flywheel?

what do the teeth on the starter look like. you have a 40 year old, thing do wear out. you may be able to just replace the bendix. but the bad flywheel will cause it to wear quicker.
