1998 Johnson 70hp, runs great till you stop

I have a freshly rebuilt 98 70hp johnson. I put it in the lake to break it in and it has run very well. The problem is after I shut it off for 10 minutes it acts up. Starting is harder and it falls on its face once you hit 1500 rpm. It is like it is running out of gas. I pumped the ball with no change, we have spark on all 3 cylinders, the fuel is good same with the filter, lots of water at the tell tale. compression 125 all the way across.
After 10 to 15 minutes of trying to get it to run it returns back to normal.
I wonder if the motor is heating up once shut off and causing an electrical problem. 15 minutes later the problem is gone.
Thoughts???

It is a couple of weeks later, and I have now replaced the VRO pump with a regular pump, there was a bit of gas in the pulse line, replaced the thermostat and rebuilt the carbs, replaced a questionable coil and gone over the whole motor.

No change......starts and runs great, till you shut it off :confused:
