i just bought a little runabout with a 55 evinrude on the back i was wondering if anyone could tell me why no water shoots out when i put the tap water on it in idle . should there be a stream of water coming out near the top?

It should blow water droplets out the exhaust relief holes in the backside. It will also blow water out through the propeller's big center hole. There is no "stream"

If you want to there is a very good description of how to add the tell tale in frequently asked questions. Done correctly it will eliminate the possibility of air lock in the engine as well as give you the piece of mind of seeing the water flow.
