70 horse problems

have a 1976 70 h.p. evinrude. started the motor 3 or 4 times with mufflers put it on the water and it ran well until i let it sit and idle for about 10 minutes. Tried to go again and it really bogged down and wouldn't come out of it. I drained the tank, cleaned the filter and sprayed the carbs put it back together and now can't get it to run. Choked it, ran full throttle and so on. Checked the plugs and they seem to be dry. Did I miss something or could it be an electrical problem. I thought while I was waiting on some gaskets I would go ahead and do some electrical, short story I've got half the wires under the dash hanging off. Another smart move since I've bought the boat. So far I've managed to shut down a motor that was running and lose most of my electronics!
