does this motor need a t stat ? also the impeller looks good but no water (lot of sand and salt ) and is their a water tell on the upper exhaust housing or just on gear case? pull the cap where the t-stat but no t stat pulled head and the inner water jacket was full of sand and salt .... .... THE motor started right up after fresh gas(did thsi first) then start taking a part

Yes, your motor has a T-stat.
No tell-tale that I can see from the print. Probably has idle relief port on rear of midsection. I'd remove lower unit, replace water pump impeller. While the lower is down, I'd flush water up the water tube and clean all water jacket passages. Replace head gasket and thermostat. Fuel mix is 50:1.
