Mercury 90 warning horn- low rpms

Just recently had my 2002 90hp Mercury 4 stroke tuned up for fishing. I took it out on the water and the warning horn came on. Let it rest and drove it back in. No more warning horn, but now I'm unable to reach beyond 3000 rpms. Prior to this I was doing over 4500 rpms at top end. According to the owner's manual the warning horn goes off and the rpms are restricted to
3000 to protect the engine. I checked the flow of water, its fine. Just had a new impeller installed. Oil is fine, just had it changed and the level is correct. Any suggestions on how to get my rpm's back.
