I have a 92 evinrude 40 hp motor with manual tilt. It seems to be locked in the down position. I move the release lever and it appears that the cable has movement inside but the cylinder does not release the motor to move. Is possible to pop the end of the cable off the knurl on the release lever and pull it up with pliers? Please help?
