When I drop the throttle on my 1997 MERCURY 150XL OUTBOARD (VRO system has been removed) it hesitates a few seconds and then takes off. Mid-range and top end are fine, this problem only occurs if the engine has been at idle or shut off for more than ten minutes. The problem does not occur if I prime the bulb every time I go to get on plane.
2nd question: when engine is tilted all the way up and I prime the bulb fuel leaks out the carb, is this normal?

hey! sounds like carbs need to be cleaned out , and float height needs to be adjusted.

It's pretty normal for the carbs to leak when it's tilted all the way up. You have an open top (the vent) bowl full of fuel.

You might have a weak fuel pump or a very small air leak in the fuel line between the tank and the fuel pump. (including the connector)
