1975 135 H Johnson fuel problem??

I have a 1975 135 horse johnson outboard motor that was just completely rebuilt. I just put it back together. I took it out for a test run, and everything worked great, except when I stopped the engine and sat for a while. When I would start it up again the motor was very sluggish and acted like it was loading up with fuel. I checked the needle and seat on the carb and it seems to be seating just fine, I was told that possibly the fuel pump could be leaking fuel through the vacuum hose. I was wonding if anybody had any experience with this?

There is an automatic choke feature on some engines that was not removed according to service bulletins. Basically, it can apply the choke when you don't need it. Check the number of wires running to the choke solenoid from the terminal block.
