TE40 Won't run

1993 Evinrude; Progressively running worse. Last time it ran, would only run at full throttle. Now, when I try to start, will only fire with throttle at full. Will begin to fire, then backfires and dies.

Have replace the fuel pump (diaphram was stretched badly), Carbs have been rebuilt, power pack has been replaced. Stator checks out in spec. Trigger checks out OK, compared to a new one. Have checked for movement of magnets in flywheel; all secure and in proper place. Spark is good at plugs.

When I first removed the flywheel, I noticed some oil around the upper crank seal. Cleaned oil and reassembled and tried to refire engine. Further inspection of oil seal did not show any more oil. Used proper driver and detected small amount of movement of seal down to seat.

Have never been this confused with an outboard. Any help would be REALLY appreciated.

did you replace the woodruff key for the crankshaft, to flywheel. did you retorque the flywheel. crank shaft and flywheel have to be completely clean and oil free, or it will shear the woodruff key, throwing everything out of time.

Key is completely intact and have fully cleaned and torqued the flywheel nut. Can't get it to run long enough to use a timing light but have manually brought top cylinder to TDC and verified that timing mark is "very close" to the proper location.

Top end compression is good on both cyls. Don't know a way to check the crankcase compression. If the crankseal is leaking, it would be low. Is there a way to check the vacuum/pulse at point where the fuel pump attaches to the block?
