88 Force 50 doesn't throttle up

I recently purchased a 88 Bayliner that has a Force 50 motor (our first boat). The motor looks very clean, new plug wires, etc. The motor starts instantly, idles fine, but does not plane, and goes only about 10mph. When the prop is not engaged, I can manually rev the motor up to a reasonable RPM. When the prop is engaged, motor RPM's are only bout 50% of what I believe they should be. The throttle linkage to the carb is fine. This is our first boat, and the kids are chomping at the bit to ski. Also, I noticed that the pee hole(s) do not spit a SOLID stream of water, what discharges resembles a SPRAY coming from a whales blow hole. Is this normal? Thanks for your input
