Default 1995 mariner 9.9 running rough

1995 Mariner long shaft used a kicker/trolling motor.
Starts perfect everytime. One or two pulls does it.
Runs very smooth on slowest idle speeds.
When revved up to full trottle seems like it is only running on one cylinder.
When revved up slighty it runs OK then sputters then goes again. The best way to describe it is it seems to cough.
I have installed new plugs with minimal improvement. Gas is new. Filter is clean and bowl is full.
Looking for guidance on what test to perform to determine problem. I am suspecting fuel but not sure what to look for.

Could it be the carb is dirty from non use?

Are you saying I should take the carb apart and clean it? It definitely is not from lack of use. When I go out fishing the motor will run from 1 to 4 hours while trolling. I usually rev it up to full trottle for 3-5 minutes before shutting down and coming home on the main motor.
Can I just dismantle and clean it or do I need a kit of gaskets etc?

Problem has been resolved. took it into the shop and paid to have it looked at. 1.5 hours labour $175.
The exhaust port was almost totally clogged. They pulled the power head and cleared out a bunch or chunks of carbon.
