My motor starts and runs great but will not throttle up. When I am at the dock and using my starting level the motor will scream. When I put into gear I can only get a high idle. Linkage issue? not adjusted right? cable stretched?

Sounds more like a fuel delivery issue.
I had a 35 that did the same thing. It turned out to be a saturated float.
Pop the top of the carb off - two screws and the fuel line.
Pull the float out with a needle nose pliers. It should be a hollow plastic cylinder. If it has gas in it - viola. The replacement is foam and around $10.
