1977 Johnson 55 hp lower unit won't drop

I recently purchased a 77 johnson 55 hp outboard. I want to drop the lower unit in order to change the impeller. It has been Several years (15+) since this was changed by the previous owner. I have removed the 4 lower bolts, removed the trim tab, removed the bolt just in front of the trim tab and unhooked the shifter linkage located under the carburator. The lower unit will not drop down. Is there something else that I need to do? Thanks in advance for your help.

if you are sure you have all the bolts, start 2 back in , one each side to catch the unit when it comes loose. remove the plugs, and turn the flywheel. if the Oring was not replace at the top of the drive shaft the splines could be rusted, into the crank shaft.
