85 Mercruiser 4.3L trim tilt whining but not lowering

I have a 85 Mercruiser 4.3L with a Mercruiser outdrive. Boat has been sitting for a year+ with the unit all the way up.
Just tried lowering it. The trim motor whines, but nothing happens. I guess it is all the way up because it doesn't do anything when I tried going up with the switch.
Motor reservoir is full of ATF. I tried turning the wheel all the way to both sides, and shaking the unit to attempt to loosen it up. The motor still just whines.
Any ideas on what to try next, and then after that?

Ayuh,....

Grease it,+ then have a Very Large friend Jump up,+ down on it as the Down button is pushed....

They shouldn't be Stored in the Full Up position.....

OK, I greased the fittings that I could see. I tried jumping up and down on the lower unit while the button was being pushed. Still no movement. Just about bounced the boat off the boat lift. What do I do now, the motor just whines..?
