We have a mercury 125 2/4 and the thing cranks but doesnt start. Here's whats going on.....
-we have spark
-we have fuel
-we have ignition only with starting fluid

any ideas where to begin would be greatly appreciated.

Welcome to iboats.

You are not getting the fuel to the cylinders. My first thought is to clean the carb, but that may not be the problem.

Find the problem first, then fix.

Go to the Engine FAQs forum and do the troubleshooting that you haven't already done in "Outboard won't start".

carb might be gummed up. try cleaning it and blowing compressed air through all the little ports.
