78 70 hp has no power please help

Hi, My 70 Horse Evinrude Sounds Like It Runs Good When Its Not In The Water, But When In The Water It Wont Push Me More Than About Five Miles Per Hour... It Has Just Had Rebuilt Carbs By Myself, Maybe That Could Be A Problem??? But Why Would It Only Bog Down In The Water??? Primer Ball Stays Hard Too....
Please Help Me.

Why the carb rebuild, and did you check the compression first? Did you put the carb, and ignition linkage back in proper sync? Do you have a service manual?

i rebuilt the carbs becouse the motor had sat around for about a year and they were all gummed up. no i dont have an instuction manual and i installed them the same way that the were befor i took them off

also just checked the compression all three cylinders are at 97psi

Did you find the carbs gunky,did you soak them to remove all the gunk thats inside the passages you cant see,check to be sure the timer plate under the flywheel is rotating ,and properly,are you sure you have spart to ALL cylinders
