50hp mercury rpm problems

I have a 2007 50hp mercury 2stroke 3 cylinder outboard. Im having trouble getting the engine to run wide open. When i throttle up wide open its only running 3k rpms, it usually runs at 5k. I had a problem a couple weeks ago where a small linkage runs from the shifter to the throttle had fell off and i installed it back on but its still not running wide open. Does any one know of a solution of this?
